In XHTML, <!-- comment --> is used for attaching notes, copyright notices, etc.. "behind the scenes." What's inside a comment has no effect on a page at all, though if you put something inside a comment you effectively remove it from the page. Note that this is the XHTML comment and not a comment for CSS or JavaScript, which each have their own rules that are overlapping, somewhat, but not identical.
